Picasa was an outdated photo editor that came before Google Photos. There's where i made that Picasa page.
if u can get one that would be based, however i should note something. i’d recommend you see if u can at least do 2-3 years (or try using sub-domains if ur unable to pay for more than 1 domain so u can also have a custom neocities one)
you should look into no-ip if you're not able to afford it!!! also, keep in mind that when you buy a domain you're legally required to put your address, name, ect. on whois unless you pay extra.

The modem login screen should load, prompting you to enter the username and password."
"To log in, use the username and password printed on the label attached to the modem." These steps are very similar to any home router.
There's a web site which may have instructions for your exact router model: https://portforward.com/technicolor/. If you have trouble navigating the interface, look for your router model there, if it is among those, read the instructions provided.

I know how to login it's just that when I port forward, it requires the computer ipv6 address and I don't have ipv6
