I hope that your CRT is fine, fixing it won't be a trivial thing and the current there is huge. I used to have two CRTs (LG flatron and some really old noname) that at first started to occasionally display everything with yellow hue and after a while it smoked a bit and get slightly fried on the inside, fortunately it didn't set on fire.

im pretty sure the crt itself is all good fortunately, im quite scared of them so ive been pretty cautious about it lol. thats too bad about your crts

Only other advice I can give at this point regarding the eMac is check to make sure you pressed the PMU Reset Button after installing a new PRAM battery (https://files.catbox.moe/8m685b.jpg). Also, the video you shared of you trying to turn it on: from my experience, it's not supposed to sound like that. My only guesses at this point would be either Power Supply failure, capacitor problems, or faulty CRT.

thats a bummer, i really hope its just the psu because im pretty confident i could fix that unlike the crt. ive heard emacs got caught in the capacitor plague of the 00s. i actually didnt press that button! thanks for all the resources dude i really appreciate it. i guess atleast if i cant fix it i got it for a very decent price and it came with the original mouse and keyboard
