my understanding of it has been it's like a document that explains a user's ideology about The Internet and how they want to interact with it but i could be lying who knows
My own vibe for it is just like, a user's personal mantra/reasons for why they made their own personal website and what they want to get out of it! At the very least that's what my manifesto page was based on lol
