Attack of the Killer Tomatoes was probably the most ridiculous horror movie I ever watched growing up. Blockbuster had one single copy, so young teenage me was the lucky recipient of a very unique experience
zombie 90 extreme pestilence. i think the full movie is still available on youtube. might be worse than what you're looking for though (it's incredibly entertaining though, imo)

Leprechaun In the Hood is so freaking bad, first movie that came to mind. And most movies shown in Mystery Science Theatre 3k are hella bad.

Killer Clowns from Outer Space was just unreasonably bad and made for tons of great inside jokes with friends
Idk if I would recommend it but Curse of the Screaming Dead is incredibly bad- R
drag me to hell is worth watching just for the cgi goat

Watch Troma!! The first Toxic Avenger movie is especially PEAK, and Tromeo and Juliet was directed by JAMES GUNN back in the 90s
