You hit the nail on the head. The revival series of Doctor was being produced by BBC Wales and filmed in Cardiff and they were poking fun at themselves with these little meta references.

You are correct voov, personal sites do not qualify. And I suppose on the surface Bill's World Wide Boutique appears to be some kid's personal site... However once one begins to immerse one's self in the whole experience I would hope one would begin to realise that maybe this is entirely something else. Perhaps even to the extent one begins to doubt the reality they are in. lol, I hope for too much :)
