finally fixed my problem and it turned out to be too many div's. they sneak up on you
May I suggest the validation service at w3c... https://validator.w3.org/ it will help catch these kinds of errors. They also have a css validation service as well.
Error: The center element is obsolete. Use CSS instead. lol i will never abandon a good center tag

note to self : float center/align left? put all "articles" in a big container div, have toc.js search that div instead of the whole body
