just figured out why my publish script kept uploading 100+ files for small .json file updates. fixed that

specifically I'm updating a .json file to store the buttons on the side marquee. that way I only have to store the first 3 buttons in the marquee's HTML, and it doesn't update the HTML because of that. but! I was changing the marquee scroll speed depending on the size of the list in the HTML via style tag. so I moved that to js when it loads the json

all of this convoluted design because I don't want the neocities thumbnails showing up on the main feed from small layout changes

I wish neocities had server-side includes so I didn't have to reupload 100+ html files every time I update the menu lmao
