I mean no internet provider in its right mind would break up specific websites into cable package like plans. People would still find ways to get around it like the chinese do with their censored internet.
I doubt an ISP would actually block a site. They'll probably set a relatively low base-speed then charge extra to get certain services at a faster speed.

Can't VPNs get around speed caps?
VPNs would not eb able to geta round speed caps since you will still be using the same internet connection. You also seem to underestimate ISPs.
