Sometimes I hate living in the countryside bc it feels like there's nothing happening and I'm really more of a city person. But just now I got a full clear view of every constellation I've ever heard of and that was pretty nice

Does anyone know how I might add a glitchy effect to an animated gif or mp4? I want to get the classic glitchy animation where it moves like satellite interference and separates into RGB colours. It's for a piece I'm working on but I'm not sure how to do it, any advice pls :))
