Do you mean the way he runs across the screen when you stretch or squish the window's horizontal size isn't an intentional feature?

While I'm not a fan of the Chrome browser, one of the nice features it has is that you can hit Shift+Ctrl+I to open "Developer Tools". This gives a window that shows what a website will look like on various phones. I've totally ignored mobile design as well, but if it is something that interests you, maybe this will help?
