Conscicousness is not cost-effective... imagine the amount of resources it would consume for no real gain? I type on a computer made from materials extracted from multiple continents, assembled elsewhere, transported around the world to reach me, powered by a gigantic energy grid being generated far far away, communicating through a world wide web.

Do you mean drug reduction like DARE? It was a whole thing at my grade school, like six weeks worth of a cop coming into the classroom on Tuesdays. There was a graduation ceremony.

They made us role play saying no to drugs, and watch videos, but what I remember most is a lesson on what every drug did and how it could kill you. I was in 5th grade and became convinced from the name that crystal meth had to be the sparkliest drug from the moment the cop wrote it on the board. There was a guy in a lion suit, too.
Note: I am in my late 30s, so I remember seeing Winners Don't Use Drugs screens on arcade machines, too, and a lot of PSAs during cartoons. By the time I was substitute teaching, in the early 00s, the focus on this stuff was WAY lighter.
I had a thing similar to DARE when we were in 4th grade, on 6th grade we'd read Christiane F. to learn that David Bowie was an entry drug, and on 7th grade we'd do a play based on the book... I don't remember them talking much about drugs after that, I guess they decided that at 13-14 you are ready to start doing it... I mean, if you wanted to be cool.
