I don't think it was people deciding April Fool's wasn't allowed but just realizing nothing could be more insane than what's actually going on
and the fear that unimaginative idiots would pull "I got covid :( haha April fools" which A: isn't funny or creative when people are dying and B: is liable to get them lynched
