What's the general etiquette regarding buttons? Should I reach out to the webmasters if I'm adding them to my neighbors page?? I suppose not but ahhhh ; __ ;

You can link them without asking! People prefer if you don't hotlink typically so save the button to your website or an image host and before linking :-)
@ophanimeki that's what I figured, thank you!! I want to write descriptions for sites too, so I might let them know if I've done that--and I'll definitely adds your to my page too! :D
