I've always thought that COPPA had to do with the children's private information, not the content they consume. I can't seem to find anything about content in online COPPA descriptions. This whole thingamajig with YouTube and COPPA is really strange. You could take a look at ESRB and other likewise content rating systems to get a general idea of what age demographic would be safe to aim for.

okay so my thing would be, like, T or TV-14, but the weird part is there's no real network for that demographic. It's too adult for cartoon network, but not adult enough for adult swim. Streaming media or stuff may be able to fill the gap, but idk

If you're dead set on fitting your content into a specific niche, you can often do minor edits or negotiate on certain elements to make it fit better. Otherwise, if you wish to have complete creative freedom, streaming media may be your thing, even if you currently fit, just in case you wish to change the direction later.
