I believe I did a search for "free web hosting for static websites", or some similar phrasing, back in 2014 when I was watching Youtube tutorials on html/css. There was a reference to Neocities in one of the articles I came across and it was exactly what I was looking for (smething old school like geocities/angelfire).

i did for one semester, but it's poorly formatted tbh. neocities is not as simple as neopets, unfortunately lmao.
