I have given this idea some thought before as well. Instead of uploading/seeding whole videos, following PerfectDark's unity cache idea and combine it with a polished niconico douga's subscription model would be a superior idea in my opinion. I might write about this at length in the future.
Furthermore, extremist content is not a problem. _THE_ problem is fear of association. That problem only exists when you give priority to social network side-features over the main deal, which is video hosting. Illegal content is another story, however.
