This episode made me realise that I underestimated how much noncon content there's on Neocities. But my gut instinct is not to try to get them or other vulgar content banned, because I believe in the mission of this website. Hopefully he'll get a second chance.

I saw a website saying to rape a politician, asked neocities if that was against their rules, and the banned the dude! It's nothing more than that. Divinicide got banned because their homepage said in big colorful letters "RAPE NANCY PELOSI" right at the top of the screen, violating Neocities Terms of Service, "Client shall not transmit any abusive, deceptive, defamatory, fraudulent, harassing, illegal, libelous, profane, or vulgar material, OR MATERIAL ENCOURAGING CONDUCT THAT MAY CONSTITUTE A CRIMINAL OFFENSE OR RESULT IN CIVIL LIABILITY."
