Hiya! I actually made the image myself! /w\ It's a repeating blinking star pattern scrolling down, with another version of it at a lower opacity scrolling at a slower pace behind it to create a pseudo parallax effect.
To clarify, the image Itself is static, but a repeated pattern across a div that itself is scrollibg. I hope that helps!
