for my original buttons i used photoshop, but photopea is an excellent alternative! 300dpi, you can always scale the image down before publishing it. i know a lot of other people use aseprite :3
This is belated but I use aseptite for free by compiling it on GitHub! if youre struggling there's tutorials on YouTube to help. I personally work on the 88 x 31 scale from there and when uploading it to my site in the CSS I use image-rendering: pixelated
I'm talking about detailed looking ones that won't need a sizing property to conserve the quality. What programs do you all use..?

i used a mobile app i think it was called pixel studio? and i did the actual pixel art in ibispaint!
i use aseprite to make my buttons and blinkies, it costs $20 though :p
The site button format is usually 88x31 with is not an exponent of two so the result always appears blurry, try saving it in .gif format
