There are now three Neighborhoods open at this time... Area51, Athens, and Petsburgh. Anyone who wishes to join any of the open neighborhoods just go to the neighborhood page and click the join link and fill out and submit the join form.

I'll get to work on southbeach soon. I have also heard some interest in West Hollywood as well...
