does neocities allow that? they weren't letting me upload .ttf before

I always use online libraries such as Google Fonts or similar
I use several fonts , both .woff and .ttf, on different pages. just download and save the fonts you want to your Neocities folder. I've never had any problem with it.
Also, I've got a few places I've grabbed fonts from listed on this page about halfway down... https://arkmsworld.neocities.org/webby.html
