it turns out the sims legacy edition (and therefore its scene releases) for some damn reason REQUIRE a vulkan compatible gpu. who tf knows why. but if your computer is so old that it doesn't have that, it can probably be convinced to run a no-CD crack of the sims complete collection from 2005. not saying i know where to find one of those, im just saying stuff rn

or if you cant find a no-CD crack, you could run an ISO of the uncracked version with safediscloader. i need to write a guide for this but i dont have any computers that i can use to test it on. all the computers in the house run either windows 7 or some linux distro or another.
i like how the github project wiki says "this is not intended for piracy", as if there's another way to get ahold of like 95% of the software safedisc was used in :P
