this might sound insane but since i can't find a site that'll do it for you, i would maybe check oldversion.com for an old version of a program that can make gifs and play around with its compression options to get what you want?? i used jasc animation shop 3 back in the day and you could open the image file and edit it frame by frame if you wanted and it had its lil optimizer options
if you have it, photoshop has a dithering option when exporting GIFs. otherwise, you can open the GIF in ezgif, download each frame as an image, dither each image, and reassemble the GIF in ezgif. kinda like the method that joro described

thanks everyone!! i think i will try reducing the amount of frames and dithering them. weirdly enough there are sites where you can dither a video (https://dragoy.net/project/ditherlab and https://ditheringstudio.com/)
