you can press X + R2 + L3 on that one specific rock with the old fishing gear on it to skip the cutscene with the game warden. I'm not very experienced with kiss-a-fish% but this skip is SUUUPER useful.

I didn't get the chance either. The lake is frozen solid though and didn't feel like venturing out to look for an ice fishing hole
