anyone else having problems with weird flashing rectangles on neocities? the background of the code editor or peoples sites will flash rapidly and randomly in rectangular sections

Added a "scanlines mode" button to NaviA. I was just going to have this scanlines effect for my next new page, but I thought it'd be fun to be able to put scanlines on ANY page, so I added a pure-CSS version of it to NaviA!
