On the CSS of your div or title, type "border-image: url('') 5 fill round;", and it should do it. Don't know what 5 fill round means, but you can always look it up on w3schools. It used an enclosed image, so that also probably means something, to make sure that it would cover all of the surface area. Ctrl+U is something you can do to see the code of any site, but please do this in moderation.
