ctrl shit r is a hard reset. but sometimes that doesn't even work. When I upload and it doesn't refresh I usually open another browser and test there. Most of the time you just have to wait it out and then the page will eventually refresh.
Yes. Lately, I've needed to open another browser to view each update. Have you notice some code has stopped translating, too? I haven't changed the affected code, but it's not working anymore in some browsers that should still read it.
Have you tried clearing your cache? That usually does the trick.

I have definitely noticed updates taking longer to populate this week!
