If you ever take the expressway in Japan, blue gates are for ETC only, green gates you can pay with cash. Most major routes do give the option of both. I think I've only encountered ETC-only gates going into Omiya.
ah, someone had told me that in practice you can't pay with cash at the green gates either, though it did seem odd there'd be no cash option knowing how much they love cash in japan...

i was impressed by how many places take credit card now... last time i couldn't even get mcdonald's to take one... it is kind of annoying how the number of cashless payment app options has proliferated so much that stores now display signs showing like 50 tiny logos for payment options

now CHINA on the other hand is like my personal hell of only qr code menus and phone payments everywhere
