honestly i don't know why the background acts like that here since the way you have it it should repeat and act normally... maybe it has something to do with those center elements? i've never seen those used anywhere else. either way, as a temp fix you can move the background-image style from body to html and that should make it do what you want
and that should apply to the rest of your pages as well
