usually i just make it in ibis paint on a 888x312 canvas and then shrink the image to 88x31 in the code

I either made it in canva and then resizing it on ezgif, used the hekate button maker (especially earlier) but recently I've been making them on procreate

procreate but any other drawing program works (there I make it exactly 88x31 tho, so I draw pixel by pixel)

personally i reccomend pixilart, it's free and it's got an inbuilt animation feature

You can draw your design on paper and trace over it in ibisPaint (that’s what I do for most of my digital art)

i use a totally legit copy of aseprite for animated buttons or paint.net for static ones. both programs excel at doing pixel-art, and you can pull off some very cool effects with paint.net's plugins!
