Should I have a splash page?

If you want one. I like them, but web usability experts say they're bad. (The create an extra click.) They work best when directing visitors to different versions of the same site, like the different languag versions of Wikipedia: https://www.wikipedia.org/

They are also handy for putting web rings on without confusing your main page, plus its simpler for people switching ring sites.

If it fits the aesthetic of/makes sense within the context of your website or you want a special entrance or if you want to inform visitors of something before they reach the main page, then yes.
