It doesn't _fully_ overflow(i.e. jump back to 0), but rather the sign will be inversed. So the time will set to somewhere in 1901. I am not sure what implications this will have. worst case: legacy critical systems(i.e. any application with significant human life implications, such as weapons, medical equipment) fail. In my opinion this is the actual year 2000 problem.
