this neocities account and https://neocities.org/site/shinoakiyama might be owned by the same person, The accounts were made only 4 months apart and both went inactive 4 years ago and both do tests

nah. shinoakiyama appears to be a japanese user, i'm not. honestly i don't remember why i followed their account but looking on archive.org (https://web.archive.org/web/20150522012745_/http://shinoakiyama.neocities.org/) i see they had some art there, it probably caught my eye or something. speaking of which, i should probably update this.
