Neocities, once zoned into districts by, quite fittingly, Districts. However, as the group behind this zoning project fell silent, citizens of Neocities shifted their attention towards the Neo-Neighborhoods zoning group. The metropolis was re-organized under a staggering 38 districts, and for the foreseeable future, this zoning plan shall be in place.
