The budget watercolour paper I've got is not good for wet on wet... I had a feeling that would be the case, but it is better to find these things out for yourself than relying on the reviews of others because sometimes people are over critical of things if they are inexpensive. It is, however, OK for wet on dry watercolours, but I wouldn't use it for commissioned work or art where the original is to be sold.
