regarding nekoweb.. i dont think i will be leaving neocities, i get pretty overwhelmed by having a bunch of stuff, so maybe ill just use it for archiving stuff or idk maybe even make a side-blog but nothing too big.. hmm
You can do a blog here easily, I created an account there after seeing that there is no file type restrictions but it wasn't true, programming in php would be an amazing pro! I think it's here per 5$ per month.
