In Russia people use the hazard lamp to thank each other for letting them pass as well. Another widespread usage is to warn the drivers in the opposite lane of a road police outpost (controlling the speed and randomly selecting cars for a documents checkup) somewhere up ahead.
It's used to give a heads up on police? In my country, we just flick our headlights to warn drivers on the opposite lane of upcoming police speed cameras instead. Not sure what they do in Japan though, as I've never come across speed cameras so far.

When they wave the striped stick at you, you should stop and prepare for the document/trunk checkup. They also manually check the speed of cars passing by. Not the most pleasant encounter for the drives, so they warn each other of it in advance
