I was able to confirm with the help of a friend that I have been banned by Neocities from commenting on the page of anyone who I do not follow and who does not follow me back. Not the only person this has happened to, either. Very disappointing! During my childhood I would often complain to my mother that my brother was annoying me. She would get annoyed with me and tell me to "just ignore him!" I think it is a lesson that has served me well - no 'block' button is required or the need to "complain to mommy", my brother didn't get locked out of the house or banned from speaking to anyone ever again; I developed some resilience. My brother no longer annoys me.
@neonaut I have noticed this long before my Russia support and simply didn't know what it was. It also happened to an entirely apolitical friend of mine.
I'm assuming its done on a complaint basis, but the only blockable offense I've noted is unironic use of the term "motherland"
