i noticed some neocities sites got "testing pages" where they experiment on new layouts. maybe you can do that and experiment with it little by little until you feel like its worth replacing the current layout. with your site already looking great and functional as is, there will be no pressure to release or update it. you'd be able to spend as long as you want on a new web design on the side.
