is this open to people outside of neocities, I have a few friends who draw but am unsure if I should guide them here since they do not have websites of their own. I understand if the answers is a nay

People outside neocities are allowed - just as long they have somewhere to hotlink their art to submit. They can use whatever their main social media is as the website link ^_^
