You need to be Neocities Supporter to get custom domain and to get custom domain, you need to buy one. The best one to get is Namecheap.

bytemouth and x-tremeproject are correct! Namecheap is probably the best but I use google domains. It takes about 30 mins to set up, but the supporter account is definitely worth it if it's an option for you in my opinion!
