Depends on if I have it planned out or not... If it's more complicated I'll use my drawing program w/ layers and for simple ones I'll use MS Paint. I usually have a big canvas with an 88x31 area blocked off so I can drag stuff onto it and see how it looks. DeviantArt pixel fonts are my best friend for buttons lol

another great css thingy is the calc stuff..you can add and multiply everything from em to percentages. Love her
