I think that's kind of unavoidable if you're trying to make your website responsive. :/ I think it's absolute positioning that lets you have more control of positioning of elements but won't shrink or expand based on screen size.

host on filegarden then hyperlink? Depends on what the big file is for but I (and some others I've seen) have been using this for audio/video embeds. Completely free too
