After spending hours trying to figure out why my Guestbook submission wasn't working and updating my CSP meta tags I found this reddit post: https://www.reddit.com/r/neocities/comments/1acx6lu/error_putting_statuscafe_into_my_website/ I guess Neocities has some restrictions in place for new accounts (mine is just over one month old at the moment).
