dude how th did you get the scanlines and stuff!? so cool tbh one of my favorite sites on neocities.

people asking me this, i should just make a page about it tbh LOL. it’s a loop animation placed before the body with a computer overlay image as the background with the opacity down. (At 1 to be specific)
