If you have photoshop, you can go to Image > Mode > Indexed Color and then select Web in the dialogue box. Else, you can go out on the web find a converter to "Websafe colors". I also like to export as 480p for the lower res. Hope this helps! :)

Hey there! It's called "Dithering". You can probs search for online filters; personally I do it in GIMP. Downscale the image so it's small enough for the effect to be visible, optionally crop the part you want. Go to Colors -> Dither and experiment with color levels and Dithering method. have fun!!
