Where do people usually get graphics for their buttons and borders n stuff? I cant find any resources about how ppl are making their sites look so polished and cute

Does anyone know why the self-insert webring isn't accepting any more new members? I haven't been able to find info about it

Changed up the way I edit my site. I'm doing it through Visual Studio Code now so Things are moving much faster. I created a background and header by hand. I'm planning to sprinkle in more digitally drawn elements as I go.
