it never did this on my screen, so im sorry for not noticing.

are you talking about the marquee? thats meant to be moving. it might not move on all browsers because the marquee tag isn't always supported. ive gotten others to test and they can't find this issue.
the marquee is the only thing that could possibly be cut off...
