how ethical/accessible is it to set your layout as a picture and then put text over it?

It could work as long if you will set interactive parts (for navigation for example)

ALSO I FINALLY PAID MY FCC DUES!! i didnt get an email for some reason so i had to go into the fcc portal login and pay it from there!!!!
