Small update on this story. I reached out to Scarecrow media and asked them about the Magic Balloon title in their database. Turns out it was not the film I'm looking for. I appreciate their effort to look into it nonetheless!

this collection is awesome. you're right they do have a cozy charm to them, especially the nostalgic anime covers.
Thanks! yeah they really have a nice laidback vibe and because its instrumental its easy to combine with work or studying.
